Town of Biltmore Forest

The Town of Biltmore Forest (pop. 1,400) is seeking a qualified candidate for a full-time position as a Public Services Worker within our Public Works Department.  Our community is located adjacent to the City of Asheville, Biltmore Estate, and Blue Ridge Parkway. The Town of Biltmore Forest offers a high quality of life and high service level within its small town.

Position Summary and Responsibilities:

Under the direct supervision of the Public Works Supervisor and Public Works Director, this employee will participate in all public works functions, including but not limited to: garbage, recycling, and brush collection; mowing, weed eating, and other maintenance of public green spaces; water system, streets, and storm drain system repair and maintenance; seasonal snow removal from town streets; operation of a wide variety of town-owned vehicles, heavy equipment, power and hand tools; and any other general labor needed in support of public works operations. 

Work Schedule:

This position generally works Monday through Thursday from 7 a.m. - 5:30 p.m (40 hours). However, this position may also work Fridays, weekends, holidays, or during emergency situations or special events as needed.  Staff rotate on-call duties.  

Physical Demands and Work Environment

Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and performing repetitive motions.  Must be able to perform heavy work exerting up to 100 pounds of force occasionally, 50 pounds of force frequently; and 20 pounds constantly in moving objects.

While performing the duties of this job, the employee’s environment can range from vehicle operation to work intensive construction projects. The employee is regularly exposed to moving mechanical parts and/or heavy equipment, outside weather conditions, and vibration. The employee is frequently exposed to fumes or airborne particles. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; toxic or caustic chemicals; and risk of electrical shock. The noise level in the work environment ranges from moderate to very loud. The employee is required to do all of this in every type of weather condition, including extremely adverse weather conditions, extreme heat and severe cold weather.

Minimum Qualifications

  • High School diploma or equivalent.
  • North Carolina Class C Driver’s license, and ability to obtain North Carolina Class B-CDL license within 6 months of date of hire.
  • One or more years of work experience in fields of public works, maintenance, construction, trades, farming, or related.
  • Knowledge of safety procedures and precautions involved in equipment operation and maintenance work.
  • Basic knowledge of the tools, materials and equipment used in the repair and maintenance of streets, buildings, infrastructure, and grounds.
  • Basic skill in the operation of assigned vehicles, equipment and power tools.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with other employees, the public, contractors, regulatory agencies, and Town officials.
  • Ability to effectively communicate, understand instructions, and follow directions.
  • Ability to work effectively under stress, changes in work priorities, and in emergencies.

Preferred Experience and Special Requirements

  • North Carolina Class B-CDL license.
  • Heavy equipment operations experience.
  • North Carolina Grade B Water System Distribution License, Cross-Connection Control license, and/or ability to obtain such within 24 months of date of hire.

Salary and Benefits

  • Salary is dependent on the applicant’s qualifications, but the anticipated range is entry level - $16-$18 per hour

Don’t go into management in F&B

They’re freaking out over the staffing shortage so they’re pouring all their resources into hiring and retaining entry hourly positions. Blindly burning out supervisors and managers in F&B.

It’s a good place for entry level right now but don’t go into management in f&b. It’s not worth it and the incentives are not worth the amount of stress and lack of appreciation.

Biltmore leadership is supportive and the surroundings are beautiful. Working with the guests is a fulfilling experience because they are happy to be there. Learning the history of the estate and sharing with guests is so much fun. Advancement is debilitatingly slow and demotivating as an entry level employee. The pay is okay but not great. I got paid $12/hour and the fast food joint Sonic pays $17/hour. So what Biltmore lacks in pay it makes up for in nice leadership and beautiful surroundings. But does that pay the bills?

What advice would you give the CEO of Biltmore Estate about how to improve it?

Stand by all employees. Especially during a coronavirus pandemic. Biltmore showed it's TRUE colors when they turned their backs on their employees. Mostly the lower paid employees. If you are HR your fine. You are paid and never miss a beat. Stuffy, and think they are more deserving than the rest. Remember, True colors.

Biltmore Estate to cut nearly 400 jobs as pandemic rolls on

ASHEVILLE The Biltmore Estate, the Asheville area's most powerful tourist draw and one of its larger employers, will cut about 400 jobs because of the lingering pandemic.

The estate reopened on a limited basis May 9 after its first closure since World War II, and it had temporarily laid off most of its 2,600 workers. The closure started March 26.

"We plan to bring back the vast majority of employees — we were at 2,600 in March before this hit, and the majority of them are coming back," said estate spokeswoman Kathleen Mosher on July 14. "We have been doing recalls and will continue those over the next couple of months. But because of the extended nature of the pandemic, we have eliminated about 15% of the positions through a combination of permanent layoffs and early retirements."

That would equal about 390 employees. Many of the positions were part-time. The estate is offering a "comprehensive severance package" for the affected workers.

Workers had been furloughed earlier

The temporary closure resulted in a 95% drop in revenues and forced the estate to furlough 2,200 workers.

The 8,000-acre estate, anchored by the 250-room French chateau founder George Vanderbilt completed in 1895, draws about 1.4 million visitors annually. In all, Buncombe County welcomes nearly 11 million tourists annually.

Before the pandemic struck, Biltmore expected a banner year.

"For the first nine months of fiscal year '20 (July-March) we were on track to have another record year, primarily due to the success of our Downton Abbey exhibition," Mosher said, referring to costumes and other items from the hit TV show. "Visitation then dropped 68% in the last four months, March-June.  We had no visitors from March 27-May 8 when we were closed."

For fiscal year 2020, which ran from July 2019-June 2020, the estate had 1.2 million guests, down 27% from the 2019 fiscal year.

Besides the extravagant house, the estate is home to two hotels, multiple restaurants and shops, and a winery. Some restaurants remain closed while others are open at reduced capacity.

General attendance is also down, in part because of state and federal recommendations on capacity levels.

"We have all the safety measures in place, and we're following CDC guidelines and state and local guidelines, and by their nature they’re design to limit capacity and allow for social distancing," Mosher said.

The closure this spring was the first at the estate since World War II. Mosher said the 15% reduction in staffing is also a first for the estate, which has steadily grown its attendance and workforce for decades.

"Aside from isolated position eliminations, this is the first time we have experienced a permanent layoff of this nature," Mosher said. "We have always been good stewards of this business and to have this happen due to a circumstance beyond our control is especially difficult."

Mosher was not able to provide a specific breakdown on layoffs versus retirements, but she did say, "We have more position eliminations than early retirements," and the "majority overall are part-time positions."

Typically, summer is a strong period for visitation, followed by a lull as the school year begins and then a deluge of visitors ensues during the fall color and Christmas seasons. But the pandemic has curtailed travel and hotel stays nationwide.

"We do not anticipate return to normal operating levels for fiscal year '21," Mosher said. "While there is great uncertainty, our plans estimate a 25-35% reduction in business levels."

The estate believes tourism will rebound, citing 10 consecutive weeks of expansion, as cited by the U.S. Travel Association.

"Our business continues to rebound on a similar trajectory as the industry, but we remain optimistic that travel will rebound and believe Biltmore is well positioned in that recovery," Mosher said.

Estate opened during Great Depression

The estate opened as a public attraction in 1930, during the height of the Great Depression, at the request of city officials hoping visitation would boost the local economy. Biltmore has been a major tourist attraction ever since.

The decision to reduce staff was a difficult one, Mosher said, but the privately-owned estate faces the same economic pressures as any business.

"We are bringing back the majority of employees, and I know I personally am grateful for that," Mosher said. "I think the uncertainty of this time period is unlike anything we’ve ever experienced, across the board. And we're no different than any other business in this time period, where the uncertainty of the duration of the pandemic is something we're all watching closely."

Cases of COVID-19 continue to surge throughout the country, including in North Carolina. Buncombe County saw lab-confirmed cases of COVID-19 rise by 215 over the past week, indicating an exponential increase in the illness locally.

As of noon July 13, there were 898 cases in the county, according to the North Carolina Department of Health and Human Services. On July 6, there were 683 local cases, according to the Buncombe health department's count.
