The failing schools - Griffin Elementary and Lake Marion Creek Middle - will go under the management of Educational Directions, a Kentucky-based school consultancy

BARTOW — Four of six so-called turnaround schools in Polk County made the grade and will stay under direct School District management, according to the 2017-18 school year scorecard released by the Florida Department of Education on Wednesday.

But although Bartow Middle, Garner Elementary, Kathleen Middle and Lake Alfred Polytech Academy landed C grades under the state's rubric, Griffin Elementary and Lake Marion Creek Middle did not.

As such, those two schools will go under the management of Educational Directions, a Kentucky-based school consultancy chosen by the School Board in February in case any of the schools failed to improve their grades.

Each school will have a site director and content specialist employed by the contractor. All other school-based staff will remain employees of the School District, including principals, assistant principals and teachers, though they will be screened and selected by Educational Directions.

The contractor has two years to improve the grades to a C or higher.

Florida's decision to turn failing schools over to the private sector, or turn them into charter schools, has yet to be tested, leaving some doubt as to just how much authority will be left with the districts. Polk School Board member Lynn Wilson said he believes the contract with Educational Directions still leaves oversight of Griffin Elementary and Lake Marion Creek Middle to the district.

"We'll still control everything," he said. "They'll get special help and additional resources" from the contractor.

The state's grades show improvement across the district. Following the letter grade to 4.0 grade point conversion, Polk County Public Schools rose from a grade point average of 2.4 for the 2016-17 school year to a GPA of 2.5 in 2017-18, crossing into B territory for the first time since 2010.

"It shows the systemic growth the teachers and the students are doing," said Polk Public Schools Superintendent Jacqueline Byrd. "Overall this is good for the district."

In the years since 2010, the district received a grade of C.

"I'm incredibly proud of Superintendent Byrd, the staff, the principals and teachers," Wilson said of the district's jump in letter grade. "It's a step in the right direction — moving forward."

Of the 123 schools that received a grade, 30 improved compared to last year. Of those, two gained two letter grades: Mulberry Senior High School jumped from a D to a B and Fred G. Garner Elementary improved from an F to a C.

Fifteen schools dropped a letter grade. Cypress Junction Montessori was the only school to drop two letter grades, from an A to a C.

The remaining 78 schools registered no change in letter grade.

Also notable for 2017-18: there were no F schools in Polk County this year, down from three last year. The number of D schools also decreased from 17 to 7.

The Polk County district's gains are in line with the state, according to a statement by the Florida Department of Education. Compared to 2016-17:

• 96 percent of F schools saw a grade letter improvement.

• 68 percent of D or F schools improved at least one letter grade.

• 62 percent of turnaround schools improved their letter grade.

“Florida’s schools are continuing to achieve increased success thanks to the hard work of our students and teachers,” Gov. Rick Scott said in a prepared statement. “Our years of historic investment in Florida’s K-12 education system are paying off.”

School grades are based on up to 11 components, including student achievement and learning gains on statewide, standardized assessments and high school graduation rates. The process has its critics, though, including Polk School Board member Billy Townsend, who said the latest results just perpetuate a fraudulent system that does not truly represent the work of students, teachers, administrators and staff.

“I congratulate them on the peace they have earned through their blood and sweat, but school grades are a fraudulent representation of their work,” he said. “The school grade, test-and-punish Florida model is dead. The sooner we build something new and meaningful, based in human development, real engagement and achievement, not toxic stress, the stronger we will be as a county and state.”

School Board member Hazel Sellers said she’s pleased to see the district achieve a B overall, “which took an incredible amount of hard work…It just made my day. I really felt that we were moving forward, but to actually have the grade reflect that is good for the whole district.”

The Florida Department of Education on Wednesday issued grades for more than 3,000 schools across the state.

There are 11 factors that go into determining a school's grade. They include English Language Arts Achievement, English Language Arts Learning Gains, English Language Arts Learning Gains of the Lowest 25%, Mathematics Achievement, Mathematics Learning Gains, Mathematics Learning Gains of the Lowest 25%, Science Achievement, Social Studies Achievement, Middle School Acceleration, Graduation Rate 2015-2016, and College and Career Acceleration 2015-2016.

LAKELAND, FL — The Polk County School District maintained its C grade during the 2016-17 academic year, according to data released Wednesday by the Florida Department of Education. Overall, the district had more schools earn A, B or C grades, and fewer earn D or F marks than last year.

Across Florida, the number of schools earning A or B grades rose to 57 percent, up from 46 percent in the 2015-16 academic year. FDOE also reported that the state's elementary schools saw the largest percentage point increase in A-graded schools with some 30 percent, or 542 schools, earning top ranking in 2016-17. The number is up from 386 schools, or 21 percent from 2015-16.

"We are thrilled with the progress of our schools," Polk Superintendent Jacqueline M. Byrd said in a Wednesday statement. "There is still work to be done, but our improvement shows that what we are doing is working."

Lakeland's Socrum Elementary School saw its grade jump from an F last year to a C this year. "We just came together as a staff, and we made a commitment to do the work," Principal Kenyetta Feacher was quoted in the statement as saying. "No child was a stranger at the school. The children rose to the expectation."

The state's grades are based on 11 different factors that include student achievement, learning gains statewide, high school graduation rates and standardized tests, among others. Grades are intended to "provide parents and the general public an easily understandable way to measure the performance of a school and understand how well each school is serving its students," a state media release said.
